This position is being posted as a Principal Supply Chain Compliance Specialist / Senior Supply Chain Principal Compliance Specialist. The final grade will be determined based on the successful candidate's qualifications. Depending on the department's needs, this position may allow telecommuting from an existing RMS location outside the Tucson area, including TX-North Dallas, KY-Louisville, or AL-Huntsville. Supply Chain Guidance and Internal Controls is seeking a highly motivated individual to join our Procurement and Analysis Review (PAR) team. This key team member will be accountable for a broad range of responsibilities related to the health of our purchasing system and will provide procurement guidance and assistance to support Raytheon Missile Systems’ $3B global annual supplier spend. The right candidate will be highly adept at finding innovative solutions that appropriately reconcile tensions between regulatory compliance and immediate business demands. PAR team members are crucial to driving improvements that make it easier for our organization and employees to comply with internal and customer requirements, so the successful candidate will be a proven change agent. As a key contact with our Government customers and auditors, the right candidate will also be experienced, possess excellent communication and interpersonal skills and perform his or her work with the highest levels of integrity. Primary responsibilities include but are not limited to the following: Reviewing purchase order files, including electronic records, for compliance with public laws, government regulations, prime contract flow-downs, customer contractual requirements, Raytheon policies and procedures, and business system processes; assisting subcontract managers with understanding and correcting deficiencies found in purchase orders before placement. Advising subcontract managers and others in Supply Chain on matters such as internal/external audits, purchase order and subcontract drafting, terms and conditions, and other related issues. Mentoring and guiding subcontract managers, team leads and others in addressing specific questions and situations through the procurement process as they relate to public laws, government regulations, company policies, technological requirements, best practices, etc.; providing both formal and informal training. Supporting the development of company-wide Supply Chain policies, procedures, and standardized contractual terms and conditions material related to compliance and governance. Providing oversight and recommendations in the development and maintenance of effective internal controls. Leading and participating in audit preparation and support; serving as point of contact for procurement transactions requested by DCMA/DCAA personnel and other auditors, including addressing questions and concerns and facilitating communications between other RMS functions and DCMA/DCAA. Required Skills: In-depth knowledge of and ability to interpret and apply the FAR, DFARS, and related laws and regulations affecting government contracting, such as CAS, TINA, and the need for cost/pricing data; commerciality determinations; competitions; and other relevant areas Min of 6 years’ experience in a relevant field (e.g., law, regulatory compliance, government contracting) Proficiency in providing clear and concise procurement and compliance advice and consultation to teammates, along with the ability to recognize second- and third-order consequences and assist others in planning accordingly Proven competence in delivering practical solutions that can readily be implemented to provide the best protection and benefit to Raytheon under the specific circumstances Top-tier communication skills, including demonstrated writing expertise and Ability to manage high-volume, quick-turn around workload. Required - Bachelor’s Degree. Preferably (but not required) in Supply Chain Management, Business, or Engineering.
